In a skillet over medium-high heat add the ground beef, onions, and bell pepper. Cook until beef is browned, about 8 minutes.
Add the zucchini, garlic and taco seasoning. Stir and cook an additional 3-4 minutes. Drain excess fat from beef.
Transfer meat mixture to 9x13 baking dish. Add the tomatoes, tomato paste, beef broth, beans, corn, rice, and 1/2 cup shredded cheese.
Cover baking dish with foil and bake for 50-65 minutes or until rice is tender. Remove foil, top with remaining cheese and bake 5-10 minutes.
Allow the casserole to stand for 5 minutes before serving with toppings of choice.
