In a skillet, add ground beef, green pepper, and garlic. Sauté until beef is cooked through.
Add all ingredients to a slow cooker except beans and kale. Cook on low for 8-9 hours or high for 5-6 hours.
With 2 hours of cook time left, add green beans and kale. Season with salt & pepper to taste.
