Place skillet over medium-high heat on stovetop. Add ground beef, while browning break into small pieces with wooden spoon.
In a small bowl, whisk together coconut aminos, honey, sesame oil, rice vinegar, garlic, red pepper flakes, and ginger.
Add the sauce and light green and white parts of green onions to ground beef. Stir and cook an additional 1-2 minutes.
Remove from heat, serve over cooked rice with cucumber, radish, and carrot. Garnish with green onion and sesame seeds.
