Heat oil in skillet, working in batches, brown the beef on all sides, about 2-3 minutes per batch. Transfer meat to slow cooker.
To the slow cooker, add the onion, potatoes, parsnips, carrots, garlic, tomatoes, broth, thyme, and rosemary. Stir, place lid on slow cooker.
Cook on LOW for 8 hours or on HIGH for 4 hours. Stir in green beans during the last 30-60 minutes of cooking time.
